Victims of Cryptocurrency Crimes as a Systemically Excluded Category in International Law
Published: February 2, 2026
Author: Khrabrykh S. A.

This report by Sergey Khrabrykh, President of Observatoire ARGA, focuses on the legal vulnerability of crypto-fraud victims. The work examines the systemic problem of victims being “excluded” from justice processes due to the lack of a clear legal status for digital assets in many jurisdictions. The author analyzes the barriers to asset recovery and critiques existing international law enforcement mechanisms, which often focus on punishing criminals while ignoring the interests and compensation of the victims.
