Published: March 21, 2026
Author: Khrabrykh S. A.

This report examines the systemic risks of misuse of INTERPOL mechanisms (including Red Notices) in the context of economic and corporate disputes. It identifies typical scenarios in which criminal proceedings are instrumentalised in private-law conflicts, key indicators of abuse, consequences for affected individuals, and the existing protective mechanisms along with their limitations. The report proposes an enhanced review model for economic cases and puts forward recommendations for INTERPOL, national authorities, courts, and financial institutions.
